- AbstractHistorically, governmental responses to homelessness in Canada have defaulted to the most basic of services such as food and shelter. Even under exceptional circumstances, such as the current coronavirus pandemic, governments still demonstrate reluctance to guarantee permanent, adequate and affordable housing to all. In this policy review we argue that this pattern suggests that reticence is an apt term for describing homelessness responses in Canada and that this condition is rooted in the continued dominance of liberalism in Canadian society.
