摘要
This paper proposes the concept of a "network of uncertainty" to analyze problems in planning urban megaprojects within the context of a risk society. This network is composed of the sum and interrelation of the unintended consequences of "planning certainties" and forms within the blind spots of experts who believe their assumptions are certainties. Informed by theories of governmentality, performativity and scientific controversies, we hold that in the face of simplistic planning, resistance has taken form as heterogeneous governmentality, an overflowing of frames and a series of conflicts between nonprofessional and experts. We assess this phenomenon through a case study in Urban Megaprojects planning: The Alerce Satellite City in Chile's Tenth Region.
