- Planning is tasked with an increasingly difficult dilemma of working with irreducible uncertainties between controlling, influencing and communicating. This article outlines a framework to analyse leadership in processes of plan preparation by using the concept of roles. The example of commercial noise control in statutory planning in German cities shows the possibility for such a perspective for acting in situations within highly regulated administrative structures and a dense web of legal provisions. This work conceptualises planning through different roles and concludes by identifying anchoring points for (re-) capturing leadership within complex formalised processes.
